The Kings County Electric Railway (Fulton el) began as an elevated steam railroad on 4/24/1888 from Fulton Ferry to Nostrand Ave. The line was gradually extended, reaching East New York with a station at Atlantic Avenue and Snediker Avenue in 1889 (today's "Atlantic Avenue" station on the line), and reached the Brooklyn city line at Grant Avenue on December 28, 1893. East of Manhattan Junction, the Fulton Street turned south, then east to run on Pitkin Avenue and Liberty Avenue, whereas the Broadway el continues to this day to run over Fulton Street.

On 8/15/1896, a connection was made from the Brighton Line (at that time, the Brooklyn and Brighton Beach Railroad) to the Fulton Street line, at Fulton St. and Franklin Avenue (the current terminus of the Franklin Shuttle), and shortly thereafter, the Kings County Co. took control of the Brighton Line. By 1900, the BER and KCER companies were absorbed into the Brooklyn Rapid Transit Company (BRT), which was quickly taking control of all elevated and streetcar lines in Brooklyn.

In 1898, it was extended north to Sands street across the Brooklyn Bridge. It used the existing tracks of the New York and Brooklyn Bridge Railway to Park Row in Manhattan. Later, it was electrified in 1899 by the Brooklyn Rapid transit company (BRT). To the south, the Atlantic Ave station was rebuilt in 1916 to serve the Fulton el, Canarsie, and Broadway els. (The eastern-most platform of this station is a remnant of the Fulton street el NOW served by the train since 2003.) It then continued south to a new elevated Broadway Junction station in 1928. This new station was built above an existing elevated station at Broadway Junction. It was extended south to the six track Atlantic Ave station where it continued to City line on the Fulton el. On 9/25/1915, City line terminal was rebuilt and became the extension of the el from Grant Ave to Lefferts Blvd. This small extension STILL exists as today's train and former LIRR connection to the Rockaways.

In 1923, the BRT was reorganized as the Brooklyn Manhattan transit (BMT) and this line was known as the BMT #13 train (1924 - 4/26/1956). The first abandoned section of el from Park Row and Fulton Ferry to Rockaway Ave was abandoned between 1940 and 1944 because the and subway was built directly underneath, making the el redundant. A section from Rockaway Ave to Crescent survived until 4/26/1956 as what was left of the BMT #13 service to Lefferts. The only existing parts of the el are Atlantic Ave on the line and the stations Grant Ave to Lefferts on today's line. Up until a few years ago, part of the Franklyn Ave shuttle had some remnant of the Fulton el as well until the whole shuttle was rebuilt in 1998 - 1999. There was also an unofficial BMT #17 train connecting the 14st Canarsie line with the Fulton st el via Atlantic Ave (9/23/1936 - 4/30/1956)
